Meeting with ICBC 31-AUG-09
AGENDA
- Removal of Modified as the Make to state the Manufacturer's name as make - there was an understanding that this would be undertaken - what is the status of this small system change?
- Removal of the A and B status - there was an agreement reached why back when Allyson Coffee of ICBC was still involved, to have A and B designations removed. If number 2 is combined with number 1 above, this may resolve the issue with insuring the new Shelby - Mustang vehicles as the owners insure the same by purchasing declared value insurance
- Apparently there are a significant amount of applications for Collector status being received by ICBC for 1984 model year vehicles. It is the opinion of the true collector and vintage owners, these newer vehicles are not true collector or vintage vehicles, therefore it is recommended that ICBC have the regulation amended to established a cut off model year for Vintage and Collector vehicles. Those that are currently in the program could be "grandfathered" in. At least one US of A state has introduced this "rule" to preserve the true collector - vintage era of vehicles. This requires a regulation amendment that only requires Cabinet approval.
- Status of a re- write of Div. 22 to include" constructed" as a make for a ground up built vehicle or at least have ICBC recognize the CCMTA (Canadian Council of Motor Transport Association) policy respecting these types of vehicles.

MINUTES
In attendance from:
ICBC were Kellee Irwin, Scott Logue and Mark Francis.
SVABC, were Harold Wellenbrink, Riccardo Sestito and Keith Jackman.
Kellee Irwin opened the discussion with an explanation of the amount of work associated with some of the changes ICBC is undertaking to improve a number of (product lines) and provided an overview of the impact even a small change has on the various programs operated by ICBC.
- Removal of A and B status and removal of Modified as the manufacturer's trade name (make). ICBC has approved these changes, however, when it will occur is dependent on resources thus these changes are in a "hopper" along with others and no time frame can be established when the changes will be made.
- Model year cutoff date for Collector and Vintage plated motor vehicles and motor cycles. A summary of the discussion indicated that not all were in agreement to establish a cutoff date. It was agreed that the SVABC with other car dubs, could undertake a consensus as to what the Collector and Vintage community would be receptive to. (For eg. the optional coverage for newer cars entering the program could attract a higher premium). (It is noted that a change to the mandatory coverage - min. 3rd party coverage requires PUC approval where optional coverage does not).
- The SVA requested that the special coverage unit develop an information guide that explains how to ensure owners of multi collector motor vehicles that they are adequately covered with insurance on all of their vehicles when not on the road. Scott agreed to undertake this. The SVA could add this to its website. Kellee also said it is may be time to issue a directive to agents re this issue.
- Re-establishing improved descriptions for "u builts" etc. and to allow for the registration of a vehicle from out of province that is complete but is undergoing a restoration by the owner. Mark advised that through the CCCMTA, these issues are being addressed. With respect to the registration issue, Mark advised the best way to address this is to introduce a new status similar to how the current status works for salvage and rebuilt motor vehicles and motor cycles.

On the 24th of March at the Cascades Casino in Langley approximately 20 Hot Rodders and six us of representing the Coastal
Chapter of the SDC attended the AGM of the Specialty Vehicle Association of BC. I for one found it to be an interesting
discussion and observed that this is a dedicated group of individuals who help pave the way for car enthusiasts.
These include the collector who falls into the following five categories;
- salvage
- modified
- U-built
- antique
- collector vehicles
The SVABC is recognized by the Government of British Columbia as the liaison between us and big brother/sister. I guess you have to say brother and sister these days. In any event for a small fee of just $10 for a yearly membership, the executive will bring your concerns to the responsible legislative body to address changes in order to keep our hobby rolling along. As an example this group has been instrumental in raising the modified plate year to 1958 allowing us to enjoy cheaper insurance rates. The SVABC is a non-profit association representing specialty motor vehicle enthusiasts by dealing with all levels of government that may affect our hobby.

Hi Lawrence,
First of all, I want to let you know that I am most pleased to have the chance to meet you today at the SVABC Meeting. Pretty nearly had to miss the meeting today due to surgery yesterday to my dog and found him bleeding this morning so it was a rush to the vet. Fortunately the dog is going to be okay.
I want to compliment the directors for doing a great job. The dedication of the directors towards the “Old car hobby” merits more support than what you are getting. The president of our Studebaker Drivers Club, B.C. Coastal Chapter, Gerald Clancy who was in attendance at the meeting today but had to leave early due to prior commitment will be encouraging our members to join.
Mark Carson of our club just joined the SVABC today. He is an excellent writer as you may know from articles that he has written for our newsletter, The Studebaker Packard Post in the past. His thoughts and observations are being forwarded to you. Please advise me if anything that Mark has written needs to be revised as I will be putting it into our next newsletter. Thank You.
